When they made this hero, they didn’t give him a gun, they gave him a screwdriver to fix things. They didn’t give him a tank or a warship or an x-wing fighter, they gave him a call box from which you can call for help. And they didn’t give him a superpower or pointy ears or a heat ray, they gave him an extra heart. They gave him two hearts. And that’s an extraordinary thing; there will never come a time when we don’t need a hero like the Doctor.”Doctor Who is the longest running science fiction TV series in history, starting in 1963-1989 then starting again in 2005 still continuing today.
The Doctor
Doctor Who used complex special effects that had to be created in evening studio recordings, in The Dalek Invasion of Earth (1964) was carried out by wobbling flying saucers. An episode in 1977 used a laughable giant rat costume. Even video games at the time made the show look dated due to a lacking budget. Below is a chart showing the difference in budgets from 1963-1989 and 2005.

For a show that has been running for 50 years the new Doctor Who has only come out with five of the Top 26 assailants. Maybe they just need more time but the old show, even with a bad budget, had created some of the best Villains and back stories. Below is a chart showing the massive difference.
